Oscar was the brother of Calvin Stoops and an uncle to Donald 'Red' Stoops, Sr.  Oscar's first barbershop was established in Waynesboro, PA at a hotel.  He moved to New Bloomfield in 1899 to open the barbershop on Carlisle Street.  He moved the shop to Main Street sometime thereafter.
